基于绿色循环包装的政企社三方演化博弈研究

摘要

目的 旨在解决物流业绿色循环包装推广面临的政策执行碎片化、物流企业参与动力不足、公众认知度低等问题,研究政府、物流企业以及社区消费者三方的内在协同机制。方法 构建政府、物流企业、社区消费者三方演化博弈模型,解析三方利益冲突与协同机制,识别影响策略选择的关键因素。结果 研究发现,三方策略选择呈阶段性演化:初始阶段三方倾向保守策略;政府率先转变为“创新”策略进入发展阶段1;政策激励下物流企业响应“积极推行”,形成发展阶段2;最终在三方协同作用下收敛于理想均衡点。数值仿真表明,政府提升循环包装比例、降低物流企业推行成本、优化消费者激励体系等可推动系统向良性循环演化。结论 研究为完善绿色循环包装政策体系、优化物流企业运营模式、提升公众参与度提供了理论依据,也为多元主体协同治理提供了实践参考。

Abstract

To address the challenges such as fragmented policy implementation, insufficient motivation among logistics enterprises, and low public awareness in promoting green circular packaging in the logistics industry, the work aims to investigate the intrinsic collaborative mechanisms among governments, logistics enterprises, and community consumers. An evolutionary game model involving governments, logistics enterprises, and community consumers was constructed to analyze the interest conflicts and collaborative mechanisms among the three parties and identify the critical factors influencing their strategic choices. It was found that the strategic choices of the three parties evolved in stages. In the initial stage, all three parties tended to adopt conservative strategies and the government took the lead in shifting to an "innovative" strategy, entering Development Stage 1. Under policy incentives, logistics enterprises responded by "actively implementing" green circular packaging, forming Development Stage 2. Finally, under the collaborative effect of the three parties, the system converged to an ideal equilibrium point. Numerical simulations indicated that government measures such as increasing the proportion of circular packaging, reducing the implementation costs for logistics enterprises, and optimizing the consumer incentive system could promote the system to evolve toward a benign cycle. This research provides a theoretical basis for improving the policy system of green circular packaging, optimizing the operational models of logistics enterprises, and enhancing public participation and also offers practical references for multi-stakeholder collaborative governance in related fields.
