The energy saving potential of China packaging industry, the important content of low-carbon-based packaging industry in changing development patterns, and the interest accordance between low carbon packaging development and its stakeholders were introduced. It was that low-carbon packaging should focus on five important aspects, including design, production, product transportation, product use, and recycling of packaging materials; 4 development mechanisms should be established, which were support, financing, promotion, and demonstration mechanism, to guide packaging businesses and consumers to actively participate; maintaining system of low-carbon packaging development should be established from planning and design, production services, promotional support, and assessment of audit.
