Abstract

The work aims to systematically analyze the regulations and standards for food contact materials (FCM) in Thailand, Malaysia, and Vietnam, clarify regulatory requirements and identify key similarities and differences among these countries, and provide compliance references and guidance for China's export enterprises. Through literature research and comparative analysis, relevant laws, notifications, standards, and import guidelines currently in force were comprehensively collected, and a comparative analysis was conducted from the perspectives of regulatory structure, requirements for specific materials and products, labeling provisions, and market access mechanisms. The results indicate that all three countries have established multi-tiered regulatory systems centered on primary legislation and supported by specific regulations and technical standards, primarily relying on restriction-based approaches to control hazardous substances. However, the level of regulatory completeness varies across material categories, and significant discrepancies exist in the control requirements for the same materials. Vietnam demonstrates the broadest regulatory coverage, while Thailand exhibits a more systematic approach to the management of plastic materials, and Malaysia shows relative limitations in regulating certain material categories. In addition, notable differences exist in market supervision and access mechanisms of products for infants and children, necessitating tailored compliance strategies for different target markets. Overall, while these countries share common structural features and regulatory principles, substantial differences remain in technical requirements and implementation pathways. Exporting enterprises are therefore advised to adopt differentiated compliance strategies, with particular emphasis on material compliance, control of infant and children-related products, and labeling requirements, while closely monitoring regulatory developments to reduce trade risks and enhance international competitiveness.
