Trends in Policy-driven Technological Innovation and Industrial Upgrading of Packaging Recycling

Abstract

The work aims to analyze policy-driven innovations in packaging recycling and industrial upgrading to address low recycling rates, resource wastage, and environmental pollution, thereby promoting circular economy development. Based on a combination of literature review and case analysis, it systematically examined recent advances in plastic recycling (chemical depolymerization and bio-based cycles), paper recycling (pulping processes and composite recovery), and intelligent recycling technologies (smart sorting, block chain, and AI-assisted decision making). The results show that policy interventions have significantly accelerated key breakthroughs, including enhanced plastic resource circulation, efficient separation and regeneration of paper-based materials, and the digitalization of intelligent recycling systems. Nevertheless, economic constraints and limited collaborative governance still hinder large-scale adoption. Looking forward, future strategies should focus on deepening technology integration, strengthening policy coordination, and leveraging market incentives to establish recycling pathways that are technology-led, policy-driven, and market-linked.
