Overview of Food Contact Material Regulations and Supervision in RCEP Countries

Abstract

The work aims to promote the coordination and unification of food contact material regulations in the RCEP region, reduce trade barriers for food contact materials, and facilitate economic development by comparing and analyzing the food contact material regulation systems and supervision mechanisms of RCEP countries. By comparing and analyzing the legislative ideas and framework systems of food contact material regulations in RCEP countries, the requirements for high-concern restricted substances and risk sensitivity differences, the information content requirements for labeling, and the form and language requirements for labeling, statistical analysis was conducted on the mutual notification of non-conformities among China, Japan, and the Republic of Korea in the region in 2024. The results show that although the regulations of some countries have similarities, the regulatory requirements for food contact materials in the RCEP region still have problems such as lack of regulations, large differences in regulatory models, different limits for the same restricted substance, and different labeling requirements, so it is urgent to establish a coordinated and unified mechanism to promote the smooth trade of food contact materials in the region.
