Transportation Regulation and Risk Objectives of Transportable Reactors

Abstract

The work aims to propose a transportation safety objective based on risk analysis for the emerging transportable reactors. The conformity verification clause of §71.41 and the specific exemption clause of §71.12 in 10CFR71 of the U.S. Code of Federal Regulations were investigated, and the risk assessment method was proposed to meet the safety requirements of relevant departments for the transportation of transportable reactors. Combined with Chinese and international laws and standards related to radioactive material transportation and radiation protection of nuclear power plants, corresponding risk objectives were put forward for accident types with different frequencies. Based on the potential cancer pathogenicity and irradiation dose conversion factors released by the U.S. Department of Energy, the risk objectives proposed were calculated, and the results showed that the risk objectives proposed met the risk requirements of the U.S. Nuclear Regulatory Commission's Risk Notification Decision Guide for Nuclear Material and Spent Fuel Applications . The safety risk objectives of transportable reactors proposed are conducive to protecting the health and property safety of the public during transportation, and have positive significance for promoting the development of transportable reactors.
