Coordinated Transportation Strategy of the Integration of Passenger, Freight and Postal Service in Rural Areas under Uncertain Environment

Abstract

In order to solve the transportation difficulties in remote rural areas, the work aims to promote cost reduction and efficiency of logistics and transport in remote rural areas by coordinating rural buses with fixed transportation routes and logistics vehicles with flexible transportation conditions and considering the uncertainty of the bus transportation price of goods in rural areas under the integration of "passenger, freight and postal service". A coordinated transportation decision model for rural buses and logistics vehicles with the objective of minimizing total costs was established. Based on the above, considering the uncertainty of rural bus transportation price, a robust decision model was constructed by a multi-interval robust optimization method, and an easily solvable robust equivalence model was obtained through duality theory. In experiment link, the CPLEX numerical experiment and the analysis of real cases were carried out. The coordinated transportation strategy of passenger, freight and postal service in rural areas could effectively reduce the transportation cost and provide effective schemes. In addition, the uncertainty of bus transportation price could lead to overall cost increase and decrease of bus usage rate in rural areas. Combined with the operation practice of passenger, freight and postal service in rural areas, the coordinated transportation decision model and robust optimization model are designed. The rationality of the models is verified by examples and cases, which can provide beneficial decision support for the managers in charge of the integrated development of passenger, freight and postal service.
